Convention Contributions: Caroll first showed up for the convention on July 9, but regularly attended after. During this time he spoke a little less than 2 dozen times in debates. William Pierce described him as “possesses plain good sense, and is in the full confidence of his Countrymen.”
New Government Participation: After the convention, Carroll served in the first Congress of the United States in the House of Representatives 1789-1791. Following this he served as one of the commissioners for the District of Columbia from 1791-1795.
