On August 23rd, the Convention continued reviewing the Committee of Detail Report, focusing on Articles VII through IX.

On August 24th, the Convention heard a report from the Committee of Eleven reviewing Article VII, Sections 4 through 6.

On August 25th, the Convention approved the debt provision, affirming that “all debts…under the authority of Congress” would remain valid.

On August 27th, delegates continued reviewing the Committee of Detail Report.

On August 16th, delegates turned to Article VII, which defined congressional powers.

On August 28th, the Convention discussed Articles XI-XV of the Committee of Detail Report, addressing provisions including the writ of habeas corpus, limits on states’ powers, mutual privileges and immunities, and extradition.

On August 29th, the Convention reviewed Article XVI of the Committee of Detail Report before referring the full faith and credit clause to the Committee on State Commitments, chaired by John Rutledge (1739–1800) of South Carolina.
