Convention Contributions: Baldwin was absent for the first few weeks of the convention, however afterwards he maintained a strict attendance. During his time at the convention, he often remained under the radar, but was crucial in the compromise between large and small states where he was won over by the Connecticut delegates. William Pierce described him as “a Gentleman of superior abilities, and joins in a public debate with great art and eloquence.”
New Government Participation: Baldwin served in the U.S. House of Representatives from 1789 – 1799 and in the U.S. Senate from 1799-1807. During the Seventh Congress he served as President pro tempore of the Senate.
