Convention Contributions: Similar to Luther Martin, Mercer left the convention early in opposition to the Constitution. While at the convention, he both spoke against and voted against the new form of government and the centralization that came with it. In his notes, William Pierce made no reference to Mercer’s character.
New Government Participation: Mercer served in the Maryland House of Delegates multiple times in 1788, 1791-1792, 1800-1801 and 1803-1805. He also served as a member of the House of Representatives 1792-1794 and as Maryland’s Governor 1801-1803.
